The problem

01 / 06The radio spectrum

The whole world depends on a scarce resource: the radio spectrum. It is the range of electromagnetic frequencies from 3 Hz to 3,000 GHz used for telecommunications, broadcasting, navigation, radar and more.

02 / 06A scarce resource

Not all frequencies are useful for every application, and users operating on the same or nearby frequencies can interfere with one another. Access therefore has to be carefully coordinated and controlled. As more wireless systems compete for suitable frequencies, that constraint becomes increasingly important.

Demand is growing far faster than the systems used to manage it. Satellites, mobile networks, connected devices and new wireless services are multiplying, while spectrum access still depends largely on slow regulatory processes and static assignments.

Yet scarcity does not mean spectrum is fully used. Rights often reserve frequencies across large areas and long periods regardless of whether they are actually needed. Valuable capacity can sit idle while another user is unable to access it.
